Truly waterproof panniers use welded (not stitched) seams and a roll-top closure. Ortlieb invented this; Arkel and Vaude are equally good. Cheap 'water-resistant' bags fail in the first real rainstorm — buy once, cry once.

Capacity: 20L per side is the sweet spot for a single bag commute or weekly grocery run; 35–40L for full grocery hauls or weekend trips. Quick-release hooks (Ortlieb QL2.1, Arkel Cam-Lock) matter every single ride.
